The use and sale of electronic atomizers in Moldova is legal. The electronic atomizer containing nicotine is regulated by the Tobacco Control Law No. 278 (with amendments), and belongs to the category of "related products - products made of smoking plants and products containing nicotine". Although Moldova is not in the EU, these regulations are similar to the EU Tobacco Products Directive (TPD) (2014) in many aspects. Moldova prohibits the advertising, promotion and sponsorship of electronic atomization products, as well as cross-border remote sales, Internet sales and street hawker sales; The proximity of retail stores to educational and medical institutions is restricted.
Electric atomized products containing nicotine and supplementary containers not belonging to drugs or pharmaceutical products can be put on the market under the following conditions:
1. Nicotine content in electric smoke and refilled container liquid shall not exceed 20 mg/ml
2. The nicotine content of the electronic atomizer and refilling container shall not exceed 2 mg/unit
3. The maximum capacity of smoke cartridges and cans of secondary electric smoke or secondary smoke cartridges shall not exceed 2ml
4. The maximum capacity of the supplementary container shall not exceed 10 mL
5. The following additives are prohibited by law in electronic atomizers and refilling containers:
(a) Vitamin or other additives that produce the impression of beneficial health or low health risk
(b) Caffeine, taurine and other energy and vitality related additives and irritants
(c) Additives with colouring properties for emissions
(d) Additives to promote the absorption of benzene or nicotine (it is recommended to refer to Latvia's list of menthol)
(e) Additives that increase toxicity, or addictive or carcinogenic, mutagenic or toxic
The package must contain warning words
Health warnings shall be printed in indelible ink, with the first letter capitalized and the other lower case.

Covering the external volume of the corresponding table ⾯ of the unit package and any outer package shall not be less than 30%, and no comment, explanation or other words or illustrations shall be made on the warning words
The warnings must be clearly visible and complete to ensure that they will not be separated, erased or hidden, or covered or interrupted by any other information, including inscriptions or illustrations or tax labels, and that they will remain intact when the package is opened.
Warning messages are printed in black Helvetica bold letters on a white background, and the letters occupy the surface area reserved for the text to the maximum extent

Manufacturers and importers must inform the National Public Health Administration of any relevant products they intend to put on the market. The notice must be given at least 90 days before the product is put on the market and must include:
(a) Detailed product description
(b) Information on composition and emissions
List of all ingredients and their quantities used in the manufacture of all brands and product types, as well as emission levels. The list shall be attached with a description of the reasons for adding such ingredients to the relevant tobacco products, as well as the functions and categories of the ingredients. The list is arranged in descending order of weight of each ingredient contained in the product.
(c) Existing research on the toxicity, addiction potential and attractiveness of products, particularly on ingredients and emissions
(d) Existing research and market research on preferences of various consumer groups, including young people
It is prohibited to sell to minors under the age of 18, and this information must be clearly displayed. The point of sale requires age verification.
Advertising, promotion and sponsorship are prohibited.
Cross border remote sales (sales through the Internet) are prohibited, and sales through street vendors, temporary stalls and counters, commercial vending machines, etc.
It is prohibited to sell the following tobacco products and related products: there is no certificate of origin issued by the manufacturer or importer to ensure its traceability.
